This letter, and its attachments, were written to bring attention to the need for comprehensive, integrated sub-area planning for the unincorporated area on the plateau east of Renton. The document also calls for a recognition of the need for inter-local agreement between King County and Renton (in this case) in recognition of the unusual condition created when an area is designated a Potential Annexation Area (PAA) but has yet to incorporate or annex.

Itís important to point out that the issue being discussed in the letter is not related to the annexation efforts on the plateau. The transition planning being addressed focuses on sub-area planning for managing quality of life along with the unusual government service support situation created when an area is designated a PAA.
This section will contain planning artifacts as they are developed. One of the first of those artifacts will be focused on the creation of a shared vision for the sub-area inside the Four Creeks UAC boundaries.
