DEFRA is the Department of Environment, Food, and Rural Affairs, a government agency in Great Britain.  Partnering with equestrian-related businesses and equine enthusiasts, they contracted with The Henley Center, a consulting firm in Great Britain, to produce an industry economic study.  That study created a context that allowed them to develop 10-year strategies and action plans for the industry.

For a more complete description of the work done on the horse industry in Great Britain see the Equestrian pages here.
