Getting Understanding, Agreement, and Support from key participants can be critical to improving or protecting any situation.
Being able to communicate efficiently and effectively to a variety of people with different backgrounds and perspectives is important to getting that Understanding, Agreement, and Support.
Writing succinct, and accurate statements that describe the current Situation, paint the vision of the Target, and list the proposed elements to move from the current Situation to the Target can be very effective in enabling this communication. The STP can be a succinct way to communicate the current state, a vision for the desired state, and the key elements of a plan necessary to move from the current to the envisioned state.
The STP (Situation, Target, Proposal) deals with incentives to move away FROM an as-is state and incentives to move TO a to-be state.

Proposal: Describes proposed steps necessary to move to the target
